  6月1日儿童节,女性消费者似乎也得到了一份消费红包。财政部关税司宣布,自6月1日起进口护肤品关税由5%降至2%。这意味着中国对护肤品、服装、鞋靴等日用消费品的进口关税税率,平均降幅超过50%。
  同一天,中韩自贸协定的签署明确规定在未来5年内,洗发水、沐浴露和护肤品等化妆品部分降税20%到35%左右,这意味着韩国品牌化妆品或将便宜50%左右。
  降税红包有多大?500元可省3元
  “降低关税是一种政策的信号,在实际意义上对于终端市场的影响不是很大,目前经济下行压力较大,需要消费的贡献,降税可以促进消费回流。”财富品质研究院院长周婷对《中国经济周刊》记者表示。
  通常,进口化妆品除免税店外,一般贸易都要缴关税、消费税、增值税。日化行业专家冯建军告诉《中国经济周刊》记者,根据化妆品的种类和产地,税率会有所不同。对于外资品牌,关税按照化妆品进口报关价征收,进口报关价一般为零售价的3%到20%,也就是说一款零售价为500元的护肤品,其报关价在15—100元之间,canada goose le bon coin,那么乘以5%的关税税率,实际征收税款仅为5块钱。按照新政策,护肤品关税降到2%,那就节省了3块钱,但对零售价来说是微乎其微。

  外资品牌销售下滑,主动降价示好
  但是,本次降税红包马上在市场掀起一轮波动。

  为什么两年后他们会集体降价示好呢?据了解,欧莱雅、资生堂等在华业绩并不理想。根据财报,欧莱雅中国区2014年营收同比仅增长7.7%,增速连续两年下滑,同时也打破了欧莱雅在中国区年度销售保持了13年的两位数增速纪录。资生堂则更为糟糕,中国市场仍然是资生堂表现最为疲软的市场,2014财年中国市场按固定汇率计算收入下跌4.8%,跌幅为各大市场之最。
  “作为国际市场排名前列的化妆品公司,宣布降低零售价格更大程度上是对中国政府的示好。但是,他们的降价不会有太大力度,除非是消费税和增值税的降低才能对终端零售价格产生明显的影响。”冯建军告诉《中国经济周刊》记者。
  “土洋之争”继续,本土品牌有机会
  尼尔森发布的报告显示,中国本土护肤品牌发展进入“快车道”,市场增长率远超欧美和日韩品牌。2014年中国化妆品零售额达到1970多亿元,其中,增长最快的都是中国本土品牌,增长率达到10%~15%,而欧美品牌市场增长率持续大幅下跌。
  珀莱雅CEO 方玉友接受《中国经济周刊》记者采访时表示,在过去10年间,本土化妆品行业经历了两次变革,从零售1.0时代的专营店发展黄金期,到2.0时代的小型连锁化妆品店割据时代。10年前本土品牌在“土洋战争”中几乎全线溃败而走百货专柜渠道,现在他们开始在商超和专营店发力,不断地实现品牌规模化,并逐渐扩大自身的品牌矩阵,在行业当中逐渐显露出竞争力。
  “在‘互联网+’时 代,移动网购已然成为网上零售的重要渠道,本土品牌大部分都布局了电商,还根据时代特色抓住新兴消费者,例如珀莱雅联手韩国科玛、ACT等原料供应商,打造了韩雅品牌,领先引入了蜗牛霜、气垫BB等紧贴‘韩流’的成明星产品,借此占据了市场份额。” 方玉友说。
  记者了解到,以上海家化、珀莱雅、相宜本草、百雀羚等为代表的本土品牌正迅速崛起,推出例如气垫BB、气垫CC等新品抢占市场,而外资中除兰蔻之外,继续保持产品全球同步“高冷”姿态,鲜少快速推出新品去适应中国消费者的举动。
  “现在进口化妆品在华销售呈下滑趋势,降价促销是各品牌抢市场的手段之一。通过降税,政府把烫手的山芋扔了回去给外资品牌,化妆品牌的体量很大,能否降价潮涨起来,还是要看品牌的决心。”周婷说。
  “今天的‘土洋之争’和10年前的竞争格局是完全不一样的,随着销售新渠道的兴起,现在本土品牌优势比外资更大。”冯建军说,通过自贸区,本土化妆品品牌亦有了“走出去”的机会,不排除会进行收购等策略。
